HISTORY OF POLDA BALI
Brief History of Polda Nusra :
The growth and development of Polda Nusra was strongly influenced by the condition and situation of the Government of the Republic of Indonesia.
1. The August 17, 1947 to 1950 Period.
On August 17, 1945, local police chiefs including those in the Nusa Tenggara region separated from control of the Japanese administration and self-declared as part of the Police of the Republic of Indonesia.

On December 24, 1946, Ordenantie No. 143 year 1946 from the East Indonesia chiefs was implemented, regarding the “structure and form of governance” that was based on the Swapraja regulation year 1938, which the local Police organizations in the regions complied to.

Police in the Governmental sphere

East Indonesia, is administratively under the East Indonesian Ministry of Internal Affairs aided by a Head of the East Indonesia Police Bureau. The Nusa Tenggara region at the time was divided into 2 police regions namely:
a. The Bali and Lombok Residential Police located in Denpasar which oversees the police in each Swapraja on Bali and Lombok.
b. The East and the islands Residential Police located in Kupang which oversees the police in each Swapraja in the region.

Then the police organizations located in the Nusa Tenggara region changed into 5 (five) areas each headed by a Head of Regional Police or Kepala Kepolisian Daerah (KPDA). The five areas are:
a. Bali Regional Police or Kepolisian Daerah Bali located in Denpasar.
b. Lombok Regional Police or Kepolisian Daerah Lombok located in Ampenan.
c. Sumbawa/Sumba Regional Police or Kepolisian Daerah Sumbawa/Sumba located in Bima.
d. Flores Regional Police or Kepolisian Daerah Flores located in Ende.
e. Timor Regional Police or Kepolisian Daerah Timor located in Kupang.

On August 17, 1950 the Republic of Indonesia was born, followed by the birth of the State Police Bureau on August 19, 1950, where each of the heads of the regional police had direct contact with the State Police in Jakarta.

Organization

POLICE IN UNIFORM:

 

1. Kompi Dalmas dit samapta:
   Kompi Dalmas trains in mass control, Dalmas is present in every Polres/Poltabes unit including Dalmas Polda, and moreover, several Polsek in the area of Polda Bali is equipped with Dalmas platoons in anticipation of threats that require the Police force in the form of Dalmas units. This unit also endowed with patrolling duties in the form of squads.
2. Tourism Police or Polisi Pariwisata:
   Tourism Personnel are Police members that are specially formed to carry out security duties for domestic and international tourists, the skills and basic abilities of tourism personnel are more specified to serving tourists therefore language skills compulsory, and tourism units are deployed in tourism objects all over Bali.
3. Polantas:
   Traffic personnel provide information to society regarding traffic wisdom, are present in every levels of the police force, from Polsek to Polda with duties beside basic general police duties are more emphasized on traffic order therefore its deployment are securing traffic and including tourism objects.
4. Ditpolair:
   Sea police, the unit is centered in Polda Bali, but its deployment is in the coastal areas and lakesides all over the jurisdiction area of Polda Bali, Polair posts area present in every marine tourism area to provide security services for tourists.
5. Satbrimobda:
   A member of the Jihandak Sab Brimob secures an object suspected as explosives, Brimob personnel are formed and specially deployed in prevention of high intensity security threats, terrorism, mass riots, organized armed crime or explosives including Search and Rescue (SAR) tasks from disasters and other disorders together with other operational police components, Satbrimob is centered at Mapolda Bali.

POLICE NOT IN UNIFORM

1. Intelkam:
   Intelkam personnel, intelkam units are present at every Polri unit from Polsek to Polda levels that have main duties besides general police duties to specially detect problems occurring in the society.
2. Reskrim:
   Reskrim personnel, reskrim units are under every Polri unit from Polsek to Polda, that have main duties in crime investigation and detection activities, including identification and field laboratorial forensic functions, in law enforcement, coordination and operational supervision and PPNS detection administration according to effective rules and law.
3. Drugs and Narcotics or Narkoba:
   Narkoba personnel, Narkoba units are under the Polres/Poltabes and Polda Bali levels that have main duties to carry out guidance and conduct drug and narcotics (Narkoba) crime investigative and detection functions, including group discussions and assistance in prevention and rehabilitation efforts for drug abuse victims.
4. Densus 88 AT:
   The Special 88 AT Detachment profile, fully prepared in anticipation of terrorist threats, this unit is present at Polda levels all over Indonesia and conducting BKO in certain conflict areas, at Polda Bali this unit is located at the Mapolda with jurisdiction in all regencies in Bali.

II. BALI’S TECHNOLOGY BASED SECURITY PATTERN
Support from units on information and technology for the Polda Bali force as part of concern of the heads of Polri on

2. Installment of CCTV networks in risk areas / tourism objects
3. Revitalization of Call Center at Polda levels
4. Application of Security Gate at tourism objects including hotel areas
5. Installment of CCTV by Pemda or private tourism businesses in each area

1. CALL CENTER POLDA BALI
Call Center Polda Bali has been in operation since 2002 in the Recovery Security System phase I and in 2006 a revitalization process of the Call Center Polda Bali in the Recovery Security System phase II was applied in line with technological advances.
Call Center Polda Bali is informational central in providing information, complaints and reporting directly or via technology on various occurrences be it security/order, safety, natural disasters and reports of emergencies in a certain area. Call center Polda Bali is also a public security supervision control center in Polda Bali jurisdiction and is under the control of the Polda Bali bureau of operations.

2). BALI IN VIDEO STREAMING VISUALIZATION.
Polda Bali CCTV are part of the Polda Bali Call Center dispersed in points or vital places in Bali, among them are seaports, airports, tourism objects and other vital objects in Bali.
All CCTV Cameras are installed in vital places in Bali are controlled and recorded at the Polda Bali Call Center operated by the CCTV operator.

3). SECURITY COMPONENTS
Besides the Polri force that has duties and responsibilities in security, Polda Bali increases its public role by making use of security components in the society such as:

 

1. Increasing the abilities of Satpam in quality and quantity
2. Increasing the abilities of traditional law enforcers or pecalang as a part of traditional security
3. Village Security Body or BANKAMDES (Badan Keamanan Desa) that was formed in each village especially in tourism villages.
4. Increase general public concern regarding environmental security.
5. Social Police Partnership Forum or Forum Kemitraan Perpolisian Masyarakat (FKPM).

BALI REGIONAL POLICE TRAFFIC DIRECTORATE

1. Driver’s License / SIM Services

A. New SIM terms
1) Written proposal

3) Sufficient knowledge of road and traffic rules and basic driving techniques.
4) Eligible in age limit conditions:

(a) 16 years for SIM type C and D
(b) 17 years for SIM type A
(c) 20 years for SIM type B I and B II

7) Physically and mentally sound
8) Passes theory and practical I and II tests
9) Has held a SIM at least 12 months type A for SIM type B I applicants and at least 12 months SIM type B I for type II applicants

SIM Renewal Application Terms

4) Doctor’s letter.
5) For expired SIM holders 1 (one) year, must follow theory and practical tests.

General License SIM Application Terms
1) SIM holder:

a) Type A to obtain SIM A General
b) Type A General / B I to obtain SIM B I General
c) Type B I General / B II to obtain SIM B II General

2) Has experience in driving according to the SIM held at least 12 (twelve) months.
3) Has knowledge about:

a) Public transport services
b) Road networks and classes
c) Vehicle testing
d) Ways of transporting people and goods.

5) Pass theory and practical I and II tests.
6) Must conduct driving clinic tests.

1) Complete Knocked-Down (CKD) imported vehicles

a) Fill in the SPPKB form
b) Identity:

(1) For Personals: legal self identification plus 1 photocopy. For those who cannot apply in person must file a duty stamped appointment letter.
(2) For Law offices: copy of institutional establishment papers plus 1 (one) photocopy, domicile paper, a sufficiently duty stamped appointment letter signed by the office head and stamped by the law office.
(3) For Governmental institutions (including BUMN / BUMD): sufficiently stamped appointment letter and signed by the institution head and stamped.
a) Proof of purchase / Invoice
b) Type test Registration certificate, proof of type test pass, NIK / VIN certificate and type registration mark
e) Modified vehicles must include a modification letter from the licensed company/ body shop.
f) Recommendation from legal institution regarding use of vehicle:
(a) Business Permit
(b) Principle Permit
(c) Government Office of Transport / DLLAJ recommendation

(2) Imported Completely Built Up (CBU) Vehicles
a) Complete the SPPKB form
b) Identity:
(1) For personals: legal ID plus 1 (one) photocopy. Those unable to attend in person must file a sufficiently duty stamped appointment letter.
(2) For Law Offices: copy of institutional establishment papers plus 1 (one) photocopy, domicile paper, a sufficiently duty stamped appointment letter signed by the office head and stamped by the law office.
(3) For Governmental institutions (including BUMN / BUMD): sufficiently stamped appointment letter and signed by the institution head and stamped.
(4) Recommendation Letter from Dirlantas Polri or Dirlantas Polda that is appointed by Dirlantas Polri (for the control and supervision of CBU vehicle entry into Indonesia (CBU/form A).

c) Latest Goods Import Acknowledgement or Pemberitahuan Impor Barang (PIB).
d) Form A from Customs.
e) Proof of purchase / Invoice.
f) Customs Tax and Duty Payment Letter or Surat Setoran Pabean Cukai dan Pajak (SSPCP).
g) Type test registration certificate from Ditjen Hubdat.

4. Motor Vehicle Ownership Registration or Buku Pemilik Kendaraan Bermotor (BPKB) services
a. New BPKB Issuance Terms
1) Imported Complete Knock Down (CKD) vehicles
a) Complete the application form
b) Identity:
(1) Legal ID plus 1 (one) photocopy. Those unable to attend in person must file a sufficiently duty stamped appointment letter.

Charges by Ticketing are carried in 2 (two) alternative ways:
(a) Alternative I for:
– Offenders who admit their offense.
– Offenders who are willing to submit offense payment to the Bank with assistance of a Polri officer.
– Tickets are blue.
(b) Alternative III for:
– Offenders who do not admit their offense / do not wish to sign / offend roads that are set as Orderly Traffic Pilot Projects or Proyek Tertib Lalulintas (PPKTL).
– Offenders attend appointed courts themselves
