HISTORY OF POLDA BALI
Brief History of Polda Nusra :
The growth and development of Polda Nusra was strongly influenced by the condition and situation of the Government of the Republic of Indonesia.
1. The August 17, 1947 to 1950 Period.
On August 17, 1945, local police chiefs including those in the Nusa Tenggara region separated from control of the Japanese administration and self-declared as part of the Police of the Republic of Indonesia.

On December 24, 1946, Ordenantie No. 143 year 1946 from the East Indonesia chiefs was implemented, regarding the “structure and form of governance” that was based on the Swapraja regulation year 1938, which the local Police organizations in the regions complied to.

Police in the Governmental sphere

East Indonesia, is administratively under the East Indonesian Ministry of Internal Affairs aided by a Head of the East Indonesia Police Bureau. The Nusa Tenggara region at the time was divided into 2 police regions namely:
a. The Bali and Lombok Residential Police located in Denpasar which oversees the police in each Swapraja on Bali and Lombok.
b. The East and the islands Residential Police located in Kupang which oversees the police in each Swapraja in the region.

Then the police organizations located in the Nusa Tenggara region changed into 5 (five) areas each headed by a Head of Regional Police or Kepala Kepolisian Daerah (KPDA). The five areas are:
a. Bali Regional Police or Kepolisian Daerah Bali located in Denpasar.
b. Lombok Regional Police or Kepolisian Daerah Lombok located in Ampenan.
c. Sumbawa/Sumba Regional Police or Kepolisian Daerah Sumbawa/Sumba located in Bima.
d. Flores Regional Police or Kepolisian Daerah Flores located in Ende.
e. Timor Regional Police or Kepolisian Daerah Timor located in Kupang.

On August 17, 1950 the Republic of Indonesia was born, followed by the birth of the State Police Bureau on August 19, 1950, where each of the heads of the regional police had direct contact with the State Police in Jakarta.

I am currently on holiday in Bali and recently rented a small 125cc motorcycle to see the island. I have a full UK and Europe motorcycle license as well as a UK/Europe car license.

I rented the motorbike on the understanding that my UK/Europe motorbike license was acceptable for use in Indonesia. I have recently discovered that this is not correct.

On Friday November 23rd I was stopped by the police while riding from Padang Bai to Sanur. A group of around 6-8 policemen pulled me over. They also stopped and fined all other foreigners that passed down the road.

They told me my license was not acceptable in Indonesia and demanded that I pay them a “fine” of 250,000 Rp. The same happened to several other foreigners in the short time I was there, even though some of them had international driving permits.

The group of policemen took my license and the bike registration documents and demanded that I give them the 250,000 Rp in cash, right there, right then.

They refused to give me any kind of ticket or receipt confirming that I had paid a ‘fine’ or what it was for. They also all had their name badges covered up and none of them would show any form of identification.

I tried to take pictures of the event as evidence using my camera-phone but the policemen threatened to handcuff and arrest me and forced me to delete the photos.

When I got back to my hotel I checked the regulations and found that I was wrong to be riding using a UK/Europe motorbike license. I accept that I should have paid whatever the correct fine is.

However, in this case, the suspicious behaviour of the policemen made it seem very likely that the money they forced me to give them was corrupt, not a genuine fine going to the government.

Can you give me any information on the correct fine that should be paid for a tourist riding a small motorcycle with a UK motorbike license?

Also, what is the correct procedure for issuing fines? If the police were collecting a genuine fine, would I have received a ticket/receipt as a written record?

Finally, if the above situation is police corruption, is there any way I can report it to be investigated and hopefully prevent other tourists being abused by the police?

Because of the way the “fine” was issued and the suspicious behaviour of the police, I strongly feel that I have been the victim of police corruption. As a visitor to the island, this creates a very bad feeling and I will certainly advise other travellers not to visit if there is a strong chance of having money stolen from you by the police who should be preventing crime not taking part in it.

If the police cannot be trusted, Bali is a very bad place for tourists to visit.

I’d be very grateful for your comments on the above.

  • George

Mate, you most certainly have been had by the Police and yes they are doggy, thousands of people hire bikes in Bali and an international drivers licence is valid, even companies such as Avis hire cars based on an international licence other wise they will have a very limited business here. Bali is corrupt on most levels and yes its leaves the wrong impression on the very same people who help support the Island by visiting it but unless the greedy folk leading the Island and the country for that matter don’t act then nothing will change and its a way of life.

I wish to inform as many travellers as possible to avoid the Transport Service “Rock “N” Roll Bali Tour”. A group of 4 of us wished to be taken from Bali Brasco Bag shop in Legian to Kuta for a night out for more shopping and to find a restaurant in Kuta(about 5 minutes away from where we were). Well the driver Mr Made Surya took us to Jimbaran(20-30 minutes drive ) and tried to entice us into a seafood restaurant on the beach. Boy were we left high and dry so don’t trust any transport other than a “Blue cab”. This really spoilt our last night in Bali as so many people there are friendly and trustworthy and a shame when one is ripped off like we were.
