PROHIBITED AND RESTRICTED

Prohibited and restricted goods are goods which are prohibited or restricted to be imported into and exported out of Indonesia territory without the approval of government agencies.
The violation of these provisions will lead action.

Goods categorized as prohibited and restricted goods such as:

  • Narcotics
  • Psychotropic
  • Explosive Materials
  • Fire-arm and Ammunition
  • fire works
  • Defined Books and Printed Materials
  • Audio and/or Visual Recording Media
  • Telecommunication Equipment
  • Color Photo Copy Parts and Equipment Thereof
  • Endangered Species of Wild Fauna and Flora and Parts Thereof
  • Unregistered Food and Beverages at Department of Health
  • Manuels d’utilisation
  • Dangerous Materials
  • Pesticides
  • Ozone Depleting Substances and Goods Containing Ozone Depleting Substances
  • Wastes
  • Culturally Valuable Goods
  • Certain amount of Rupiah in Cash

Narcotics (drugs)

Regulations:
Narcotics Law of the Republic Indonesia No. 22 of 1997
The type of narcotics such as:

  1. Opium (Papaver Somniferum) Including it’s Plant, Ripe opium, ripe opium such as Opium Jicing and Jicingko
  2. Erythroxylon Cocca, Erythroxylon Cocca  Including : it’s plant, Cocca leaves and unripe cocca
  3. Cocaine
  4. Marijuana
  5. Heroin
  6. Morphine
  7. Mirofina/Morphina
  8. Salts and derivatives
  9. Codeine
  10. Polkodina
  11. Mixture of Opium with other non-Narcotics substances

WARNING it is ultimately prohibited to import into or to export out of Indonesia territory, possess, keep, produce, process, use and deliver NARCOTICS without the approval of concerning government agencies (Department of Health, Department of Industry and trade, and Police Department)
The violation of this provision shall be punished in accordance with the provision refereed to in Narcotics Law No. 22 of 1997, with a maximum of death penalty or life imprisonment or maximum fine of Rp. 7.000.000.000,00 (seven billion rupiah )

Psychotropic Substances

Regulations:

  1. Psychotropic Law of the Republic of Indonesia No. 5 of 1997
  2. Psychotropic the provision of minister of health of the Republic Indonesia No. 88/Menkes/Per/VII/97 on Distributions of psychotropic
  3. Psychotropic the Provision Minister of Health of the Republic of Indonesia No. 85/Menkes/Per/VII/97 on Export and Import of Psychotropic

Psychotropic substances are natural or synthetic matters except narcotics, which have proactive effect through a selective influence on central nerves system, causing a specific impact in mental activities and behavior

Psychotropic substances are divided into four group as follows :

  1. Group 1 Brolamfetamina (DOB,DET) Ecstasy (MDM) etc
  2. Group II Amfetamina, Metamfetamina, etc
  3. Group III Amobarbital, Siklobarbital, etc
  4. Group IV Diazepam, Etil amfetamina, etc

WARNING it is ultimately prohibited to import into or to export out of Indonesia territory, keep, produce, and distribute Psychotropic substances except for research purposes after having approval from Department of Health of the Republic of Indonesia c. q. Directorate General of medicines and Food – Pom

The violation of this provision shall be punished in accordance with the provision refereed to in Psychotropic Law No. 5 of 1997, with a minimum imprisonment of 4 (four) years and Maximum of death penalty or a long life imprisonment and fine of Rp. 750.000.000,00

FIRE –ARM AND AMMUNITION

Regulation:
Fire-arm Law of Republic of Indonesia jo the instruction of the president of the Republic of Indonesia No. 9 of 1976 on supervising and controlling of fire-arms.
Fire-arm and ammunition consist of:

  1. Fire-arms and parts thereof
  2. Cannons/flame-throwers and part thereof
  3. Spring-gun and air pistol with caliber of 4,5 mm
  4. Imitation of fire-arm, alarm pistol, starting pistol, tear gases-arms, electrical shock-arms, crossbow and the like which can be used to thread or shock, and parts thereof
  5. All kinds of weapon filling ammunition/bullets
  6. Bullet shell/mantel cudgels
  7. Projectiles used for spreading dangerous gases

WARNING it is ultimately prohibited to import into Indonesia territory fire-arm and ammunition without approval from police Department of the Republic of Indonesia.

FIREWORKS

Fireworks consist of:

  1. All types and sizes of fireworks
  2. Happy Crackers/Halic is a kind of firework that easily exploded

WARNING it is ultimately prohibited to import into Indonesia territory all kinds and sizes of fireworks and happy Crackers.

DEFINED BOOKS AND PRINTED MATERIALS

Regulations:
The law of the republic Indonesia No. 4/PNPS/1963 on the supervision of printed materials that can disturb public order.
Books and printed material prohibited to be imported into Indonesia territory are:

  1. All kinds of paper-printed materials in Indonesia language or regional language
  2. Paper printed materials for cigarette packages and medicine labels in Indonesia or foreign language
  3. Printed materials which can disrupt public moral value

The importation of books and printed materials specified under number 1 and 3 can be approved in the following cases :

  1. Diplomatic families according to the government Provisions No. 8 off 1957
  2. For educational/teaching purpose, including materials using Braille letters upon the recommendations of the department of educations and culture of the Republic of Indonesia
  3. Medicine labels and cigarette packages attached to such goods

AUDIO AND/ OR VISUAL RECORDING MEDIA

Regulations:

  1. The litter of the attorney general No. B-253/D/4/1979 on the examination of imported video cassette and it’s distribution
  2. Law of the Republic of Indonesia No. 8 of 1992 jo the provision of government No. 6 of 1994
  3. The decree of minister of information of the Republic of Indonesia No. 215/Kep/Menpen/1994 on Rules of Cinematographic film

WARNING it is ultimately prohibited to import into Indonesia territory chromatographic film and video recording in cassette on disc, Laser disc (LD), Video Compact Disc (VCD), digital video disc (DVD) by person as a parcel-goods as well as small consignment.
The importation of chromatographic film and video recording for commercial purposes can be conducted by licensed film companies through the examination of the board of film censorship and the attorney general.
The exception of these provision for diplomatic corps and international institution determined by government.

TELECOMMUNICATION EQUIPMENT

Regulations:
Telecommunications Law of the Republic of Indonesia No. 3 of 1989

  1. The decree of director general of posting Telecommunication No. 34/Dirjen/95 on rules on certification and marking of telecommunication instruments
  2. The decree of minister of tourism, post and telecommunication RI No. KM.102/UM.001/MPPT.96 on certification and marking of telecommunication instruments

Some telecommunication instrument prohibited to be imported into Indonesia territory are transceiver equipment, such as handy talky, cordless phone, PSTN, Telex, Radio-Communication equipment and others.
Making, assembling and the importing of telecommunication equipment must comply with technical specification determined by department of tourism, post and telecommunication.

ENDANGERED SPECIES OF WILD FAUNA AND FLORA AND PARTS THEREOF

Regulations:

  1. Conservation of live natural resources and its ecological system law of Republic of Indonesia No. 5 of1990
  2. Convention on international trade in endangered species of wild fauna and flora. The presidential decree of the Republic of Indonesia No. 43 of 1978 on Ratification of CITES
  3. The decree of minister of forestry No. 62/Kpts-II/98 on distribution of wild flora and fauna
  4.  The decree of minister of industry and trade on the general rules of exportation

WARNING it is prohibited to export out of Indonesia territory, endangered flora and fauna or parts thereof, live or dead, except for research, scientific and/or the protection purposes with the approval from the ministry of agriculture and the ministry of forestry.

Some endangered flora such as:

  1. quinine
  2. Orchids dendrobium, vanda and other species of orchids
  3. Agave Sp
  4. Musa Textilles
  5. Ranwoefia Sp
  6. Rafflesia

Some endangered Fauna such as:

  1. Rhinoceros
  2. Pongo pygmaeus
  3. Tapirus indicus
  4. Bosjavanicus/bulls
  5. Cervus timorensis/deer
  6. Tragulusjavanicus/chevrotin
  7. Bubalus deprssicornis/Anoa
  8. Egretta Sp/kuntul bird
  9. Paradise bird
  10. King Parrot, Black Parrot
  11. King Ordomas Butterfly. Etc

The export and import of endangered flora and fauna from conservation area can only be conducted by certain distributor company, firm, cooperation or commanditer company with an approval from directorate general PHPA, department of forestry.
Besides, the importation of live flora and seedling into Indonesia territory, is subject to examination by quarantine officials of the department of agriculture, and department of forestry. RI

CERTAIN SPECIES OF FISH

Regulations:

  1. The decree of minister of industry and trade No. 182/MPP/Kep/4/1988 on the general rules on exportation
  2. The decree of minister of Agriculture No. 179/Kpts/Um/3/1982. on the Prohibition of importation of some species of dangerous fish.

The prohibitions on the importation of certain species of fish into Indonesia territory based on two reasons:

  1. to conserve the ecological system and protect endangered species
  2. to maintain the national supply, and export competitiveness of certain species of fish.

Some type of fishes which are prohibited to be exported out of Indonesia territory are:

  1. Selerophages formosus and selerophages leichardti
  2. Anguilla Sp bellow 5 mm in length
  3. Fresh water fancy fish of the Botia Sp, above 15 cm in length (mother fish)
  4. Fresh water/river shrimps, bellow 8 cm in length
  5. Mother fish of panacidae shrimps
  6. Napoleon wrasse

The types of endangered species of fishes and dangerous fishes which are prohibited to be imported into Indonesia territory such as:

  1. Piranha fish
  2. Vampire catfish
  3. Alligator gar fish
  4. Silurus slane fish
  5. Esex masouniongy
  6. Electric Eel
  7. Tetrodaoden Sp. Etc

The exception of these provisions will be given for scientific purpose and zoo, with an approval from the directorate general of fisheries, the department of agriculture RI.

MEDICINES

Regulations:
The decree of minister of industry and trade No. 314/Kp/VHI/1974 on the distribution, importation and exportation of food beverages, cosmetic and health equipment.

WARNING it is ultimately prohibited to import into Indonesia territory, ready use medicines, including Chinese traditional medicines, in the form of capsules, pill, powder, liquid and other ready form, which is unregistered at the directorate general of medicines and food (POM)
The exception of this provision:

  1. Importation of ready-use medicines of traditional medicines for personal or commercial use, should be approved by the directorate general of medicines and food (POM)
  2. Ready-use or traditional medicines may be imported in small quantities for personal use by passengers of planes or ships (small consignments) as long as it can be propped by doctor’s prescription.

UNREGISTERED FOOD AND BEVERAGES AT THE DEPARTMENT OF HEALTH

Regulations:
The provision of minister of health No. 329/Menkes/Per/XII/1976 on the production and distribution of food.
WARNING it is prohibited to import into Indonesia territory unregistered foods and beverages except in reasonable quantities carried by the passengers to use during the trip

CULTURALLY VALUABLE GOODS

Regulations:

  1. Culturally valuable goods law of the Republic of Indonesia No. 5 of 1992
  2. The provision of government of the Republic of Indonesia No.10 of 1993 on the implementation of the culturally valuable goods law No. 5 1992

The culturally valuable goods means:

  1. Man made goods, moveable or not, parts or rest of the which, with minimum 50 (fifty) years old. These goods are considered valuable for history, science and national culture.
  2. Natural goods considered importantly valuable for history, science and national culture.

WARNING it is prohibited to export out of Indonesia territory the kinds of culture values goods without an approval from the directorate of conservation and history, department of education and culture and department of industry and trade.

The violation of these provisions shall be subject to the punishment with a maximum imprisonment of 10 (ten) years and or a maximum fine of Rp. 100.000.000,00 (one hundred million ) as referred to the culture value law of the Republic of Indonesia No.5 of 1992.

    I am coming to holiday in your beautiful country for the 3rd time, I work fulltime at a veterinary clinic here in New Zealand and would like to bring some medicines (expired and in date) to donate to the BAWA- Bali Animal Welfare Association.

    This is my first time been Bali. Bali is a beautiful country but your country seem don’t like the tourists bring the stuff back theirs home.
    Today (12/10/2014) i flight back my country Taiwan when I saw my luggage was broken and missing some clothes where I bought in Bali. Ha!Ha!
    In airport nobody can tell me what happened its.
    I just know next time if I have friend want to go Bali should more carefully to take care there luggage because theirs stuff will easily to disappear in Bali.

    I am travelling to Bali with my mother, 2 young children and my niece in December 2016. I am currently on a very small amount of methadone tablet. I will have my prescription and doctors letter outlining how many tablets I have, how much I take every day and my departure date. I am concerned with all the news I see about Bali that I won’t be allowed to enter and I could have problems. Please let me know what I can expect. I’m quite nervous and just want to make sure I have done everything right before I leave Australia

    Hello, I am traveling to Bali in March. I am being treated for Cancer. In addition to the Cancer Medications, I take antidepressants. I need to have Narcotic pain pills, antianxiety and sleeping medications in case I need them. Will I have any trouble if I bring these in original bottles with a Doctor’s note.
